Setu Suvidha Kendra


         The National Informatics Centre, District Unit Latur was established in the year 1989 with an aim to support the district administration in promoting state-of-art information technology within the district. The IT services of NIC range from Consultancy, Software Development & Implementation, Office Automation and Networking Services to Training, NICNET Services including Web Site Development . As in case of most of the districts, Initially it was tough to motivate the people, but within the span of few years it has brought a vast change in the attitude of the staff of the district administration.

         Now the situation is such that the administration is getting almost all the works computerised. More and more people are getting trained in different  fields of computers and established District Control Room for intranet activities of Mahashtra State.  NIC, District Control Room and all the departments in Collectorate are conneted with LAN so that the computerised activities such as e-mail access, transmission of information, sharing resources, etc can be carried out from any place.

Infrastructure

  • VSAT for NICNET :  It consists of Sky-Blaster (IDU) and Antena(ODU). It is connected to internal LAN through highspeed manageable 24 port switch and all users can access NICNET and Internet easily on any platform.
  • Leased Line :  Recently NIC has established a 2MBPS lease line from NIC, Mumbai to NIC, Latur for providing Internet & Intranet to District Offices.
  • Servers : NIC is having two powerful multipurpose servers including HCL Infiniti Global line 2360 and Net Power 7225Z servers with Windows 2000 server and Windows 2003 server Operationg systems respectively.
  • PCs : NIC is having Four PCs for development and implementation purposes.
  • Other accessories : such as Laser Printer, dot matrix printers, RAS and Scanner,etc are available.
  • LAN : All the computer systems are inter connected through 100/1000 Gigabit Ethernet.

Services

  • Land Record Computerization : Land Records Computerisation is completed and computerised v.f.n.7/12 is distributed in all the talukas. Mutations are taken through LMIS software. Regular monthly backup is being send to NIC, Mumbai for uploading on website http://mahabhulekh.mumbai.nic.in. Regular technical support is given to DBAs and data entry operators in all the tahsils. In future the registry office will be connected to tahsil office for direct transactions of land records. The preliminary work for connecting both the database has been completed.

         

Training to Tahsildars

  • Agmarknet : This is the newly launched e-governance project with useful web site namely http://agmarknet.nic.in where the farmers can get current APMC commodities or grain prices at various APMC markets. This enables them to sale their agricultural produce at the profitable prices. Presently in Latur district all the APMCs are online and sending current prices to farmers for online updation on website.
  • BPL survey : The survey was started in 2001 and the main purpose of this survey is to find those families who really need Government aid to overcome above the Below Poverty Line. The data entry is completed. The data is processed and list of beneficiaries is generated using cutoff score. The cutoff score is decided on the marks obtained by the family depending on the income and commodities.
  • District Court : The District and Sessions court Latur is fully computerized and most of the works such as filing of cases, daily proceeding, generation of daily board, Nazarat, disposal of cases etc are being carried over networked system. Technical support and guidelines provided for establishing the computer unit. A "Computer Awareness Programme" for Judges had been conducted at District Court, Latur and Taluka Court, Udgir.

         

Training to Judges

  • DRDA: The technical support in establishing their own IT infrastucture and procurement for that purpose. The DRDA Latur is one of the prompt districts which uploads weekly and monthly financial and work status on web site of Ministry Of Rural Development GOI ( http://rural.nic.in)
  • Video Conferencing: The state-of-the-art facility of video conferecning is provided by NIC. Through VC various district authorities are able to communicate with other district authorities as well as Hon. CM of the State, Agriculture Secretary, Principal Secreatry etc are frequently using VC facility to review and get the information from the District.
  • Mahafood: The periodical status of the supply of food grains and other commodities in the district is informed directly through a web based application to Govenment of Maharashtra. The DSO office is responsible to use and send the information. This is a part of GOM's e-governance project.
  • EGS : The weekly online status is entered by the EGS branch of the collectorate to the Government of Maharashtra through SIMNIC (The e-governance intitative by NIC, Mumbai).
  • Freedom Fighter : The data entry of all the freedom fighters who are getting the aid from State and Cental Government is completed. This data and related reports are available on SIMNIC.
  • MPLAD : The various works promoted by the Hon MPs of the district are keenly watched by the Planning section of the Collectorate. The work details from the Financial year 1998 to till date are entered at the specially designed web application by Delhi NIC. NIC Latur always helps palnning section to keep the data up to date.
  • Daily Rainfall : This is very important job carried by NIC Latur and Department of Agriculture, Latur. The daily rainfall data of the all 10 tahsils are getting entered on the intraagri.mah.nic.in web site. This enables Ministry of Agriculture and Directorate of Agriculture, Pune to determine the future plans depending upon the rainfall. This website is linked to maharashtra.gov.in.
  • Weekly Crop Watch : The information and status of the current crop sesion like Kharif or Rabbi is collected by the Department of Agriculture, Latur. This includes the sown area under different crops, needs for the crop like requirement of fertilizers, pestisides, or in any other matter. The same is passed through intraagri.mah.nic.in web site. This helps Ministry of Agriculture and Directorate to evaluate further steps for better crop in the area.
  • Web Site Development: The NIC Latur has developed the official web site for the district administration and keeps it up to date periodically. The url for website is http://latur.nic.in.
  • Technical Consultancy: The technical support and consultancy is provided by NIC Latur to many State government offices to tackle their IT needs and problems. This includes giving the right configuration of different hardware, procurement of hardware , inspection and certification and in AMC contracts too.
  • Election: The NIC Latur always involved in all the Assembly and Parliamentary election process. The work of allotment of polling staff, their randomization, forming parties, random allocation of polling booths to parties, raising the system and hardware for counting process, giving daily online information related to election and constituencies to Elction Commision of India and NIC Delhi which has collaboration with Dorrdarshan for result telecast.
  • Earthquake: After the devasting earth quake at Killari within the Latur district in 1993, NIC was the only department having IT infrastucture which was needed for communication data crunching and to support district administration for the work of rescue, relief and rehabilation. The regular communication infrastructure had totally collapsed after the earthquake. The communication was possible only due to NIC's Network (NICNET).
  • Collectorate 2000: The NIC Pune developed a collection of software packages sepcifically required by the collector ofice of the whole State of Maharashtra. NIC Latur was the pilot district in implementing all the softwares at Collectorate Latur. Most of them, such as Tapal system, Payroll, Land acquisition and Record room system are still in use.
  • KIOSK in Collector Office : A citizen centric KIOSK installed at the entrance of the Collector Office for common citizens for getting access to any kind of information such as, Name of Beneficiary in SGY/IGY/Shrawanbal Scheme, View 7/12, Revenue appeal cases in the court of Addl.Collector, Important Telephone numbers, RTI Information, List of Freedom fighters, Project affected persons, etc.
  • PCIS (Property Card Information System) : Property Cards of Latur are computerised using the PCIS software. At present computerised property cards are distributed in Latur and Udgir talukas.
  • District Consumer Forum (Confonet Project) : District Consumer Forum office is computerised. Technical support for eastablishing computer center, hardware and software is provided for computerising the cases. A assistant programmer is appointed to look after day to day activities. The software which is based on client-server technology is provided by NIC, HQ.
  • Integrated Decease Surveillance Project (IDSP) : NIC has taken up this task at National Level and provided hardware to District Surveillance Office and Govt. Medical College. VSAT and Computer systems are installed at both the sites. A data manager and two data entry operators are provided for the day to day activities pertaining to this project.
  • National Rural Employment Guarantee Act (NREGA) : NIC has developed online and offline application for monitoring the works progress and labour attendance through out Countary. Recently our district is also included under this scheme.
  • District Data Center : A District Data center is established in Collector Office for Land Records Comuterisation purpose. A rack mounted server and four clients with a laser printer is provided by Settlement Commissioner. Monthly data backup of 7/12 of all talukas is uploaded on this server. A web application is developed to view 7/12 in Collectorate LAN. All the backups of tahsil offices are merged and send to NIC, Mumbai for uploading on Mahabhulekh site.

Software Development and Implementation

NIC Latur has developed and implemented number of useful software packages and carried computerisation projects. Some of which are highlighted below.

Collector Office

Distrist Control Room

  • Video Conference :- A video conference room with PC, camera speakers and microphone is available for video communication.
  • E-mail Server with two clients :- A pentium server with Win NT is running to provide e-mail services.
  • VSat Phone :- VSat phone are installed at Five officers for direct communication all over Maharashtra.
  • VSat Fax :- On one Vsat Phone line, a fax machine is installed for easy and cheapest communication.
  • GIS System :- A pentium PC is running with Windows 98 and ARC View software installed on it. A database of Latur district information is stored on it and the information is viewed in Graphical Format.
  • Wireless system :- A VHF wireless system is installed for quick communication with all tahasil offices and sdo offices.
  • Dialup phone system :- Eight telephone lines are connected to E-mail Server to provide dialup facility to all other department outside the Collectorate.
  • Local Area Network with 24 computers connected in network using three switches of 8 port.


E-governance is relatively new and innovative concept of Govt. of Maharashtra. RIL have taken up this to running the SETU Centres in entire district.

In the Land Record Computerisation they are on the top of the list, who has successfully completed the difficult task. Land Record Computerisation was a very cumbersome job when RIL went into the Interior Talukas such as Deoni, Jalkot, Shirur Anantpal of Latur District. Getting the records from the Talathis and doing the work was a very tedious job. But by their sincere efforts and constant follow up from the Government Officials they could complete the job in the given time frame.

SETU Centres Latur distirct

They are the first in Maharashtra who started the Rural Information Kiosk at Murud of Tq. Latur on 13th May 2003. This was the first of its kind.

After the completion of the Computerisation work of Land Record RIL started issuing the 7/12 to the Farmers & also taking Online Mutations on the Computers. This helped the officials as well as Farmers.

Then came the innovative idea of MOBILE VAN . With encouragement from Hon.Dr.Krishna Lavekar, Collector Latur, RIL started the Mobile Van. This project was launched on 11th March 2005. With the successfully running the Mobile Van in 3 Talukas, received overwhelming response from the farmers. We are proud to inform that this project got first prize at Division level in ‘Rajiv Gandhi Pragati Abhiyan’ of Govt. of Maharashtra for Latur Dist & third prize at State level.

RIL under the able auidance and support from all the Government Officials are running the SETU SUVIDHA KENDRA in all the Talukas of Latur District. BOT operator is running the SETU as a business taking into various activities such as marketing, quality system implementation etc. Recently company has received ISO 9001-2000 Certification for its Citizen Facilitation Centre i.e. SETU . The quality Certification - ISO 9001-2000 is feather in the cap of the company. BOT operator is trying to achieve greater heights.

MOBILE VAN

  • Distribution Of Certificates           
          Since from the year 2003 total certificates distributed from all Setu Suvidha Kendra is Approx  7,82,060 and from last 3 years approx 2,70,000 computerized 7-12 has been distributed.     
  • Rural Information Kiosk ( R.I.K.)

       To get more benefits to citizens in there own villages, Agency has started Rural Information Kiosk at village level. Through this RIK citizens get same services which are provided through Setu Suvidha Kendra at taluka level. Agency has covered the following given areas to give more facilities to citizens by the means of RIK.

    • Rural Information Kiosk Killari, Taluka Ausa
    • Rural Information Kiosk Nalegaon, Taluka Chakur
    • Rural Information Kiosk Hali, Taluka Udgir
    • Rural Information Kiosk Hadolti, Ahmedpur
    • Rural Information Kiosk Aurad (sh.), Taluka Nilanga
  • SULABH PRAMANPATRA YOJANA

            This project was executed in Latur Dist. In the month of June, July all the students needs various certificates such as Domecile , Income , Caste etc for getting admission in various colleges. Usually there is a very heavy rush in all SETU during that period. All student have to stand in long ques for getting the Certificates. Agency thought that why not  issue this certificate to the students at their respective schools & colleges. After discussion  with the Govt. officers we formed this  Yojana.
            Agency got the information broachers printed explaining this scheme. They were distributed among schools with prior permission of school authorities and predefined schools. The students  use to fill up the forms for getting the particular certificate. they need bonafide certificate from school, ration card Xerox, Affidavit & submit to our employees present in the school. We use to give a date on which we will issue the duly completed certificate. This way the students use to get the certificate in their school itself. This project got a very good response from all school authorities as well as students.
            Through this project agency has distributed 9000 Certificates from 109 schools throughout Latur District.

  • SMS SERVICE

            Agency has kept Abhipray register at all  SETU centers. From this Abhipray register they sort out the list of complaints and have observed that one complaint has been regularly specified by the citizens i.e. they have to visit frequently to SETU center for certificate even after the delivery date of certificate is given on receipt.
            To overcome the problem of citizen agency thought of giving SMS facility to citizens which will reduce the frequently visits of citizen for certificates.
            In this operator takes the the Mobile No. of citizen while accepting their form. When their certificate is ready for issue they list out the Mob. No. of all citizens whose certificate is ready for issue and send them SMS regarding certificate ready, kindly collect it from Setu Suvidha Kendra ( Name of Taluka ). To give better services from this SMS facility later on they have added the service that, we also sort out the list of queries due to which their certificate is pending and also send SMS to citizens so that they can come and fulfill those queries.
            After starting this facility agency has taken review of complaints and it was reduced substantially. The SMS service given to citizen is totally free of cost.

  • KIOSK

            This facility has been started by Collector Office with help of  Rudranee Infotech Ltd. (BOOT Operator) at Collector Office Latur on 14th Nov 2007. The software is developed by National Informatics Centre, Latur while  Rudranee Infotech has provided hardware, manpower for data collection and collation for the kiosk. It was inaugurated by the auspicious hand of Hon. Shri. Swadhin Kshatriya (Secretary Housing). Through this facility citizens can get information about list of benefits of Sanjay Gandhi Yojana, Shravan Bal Yojana, Indira Gandhi Yojana, Tel. nos. of All Revenue officers of Latur Dist., Latur Dist. Website, Status of ROR cases in the court of Addl. Collector Latur, 7-12 of all talukas in Latur Dist.
