Latur
district is entirely covered by Deccan trap formation. The
Deccan trap formation is devoid of economic minerals, Hence
the main revenue comes from minor minerals like sand, rubbles,
murrum and clay. The revenue recovery for the last Ten years
is as follows.

The
mineral administration is controlled by the District Collector.
A post of Mining Officer is created to assist Collector. The
main task of the Mining Officer is to help in mining and related
legal matters of the mining and minerals. This enables to
achieve the revenue target in the district which is given
by Govenment of Maharashtra.
Sub
Divisional Officers, Tahsildars and concerned revenue officers
are responsible for revenue collection and achieving the targets
in their respective sub divisions and tahsils.
In
Latur district the main source of revenue is sand auction.
Sand is auctioned every year for the period of 1-8 to 31-7
of the following year. This equals 25% of the total revenue.
In
latur district Manjara, Tawarja and Terna contribute
main source of sand revenue.

The
sources of revenue in mining and minerals comes from permits,
lease of stone, murrum and brick clay. It generates approximately
65 % of the mining revenue and rest of the 10 % revenue comes
from the action taken against illegal transportaion of minor
minerals.
The
increase in revenue depends upon rains, demands of minor minerals
and taking adequate measures to preven illegal maining activities.

Branch

The
main objective of the branch to provide adequate number of
EGS works to needy labourers. The variouse schemes are executed
through their respective agencies to carry and complete the
EGS works inthe district.
The
avarage labours in the month of the March 2005 was 13,110
and it reduced to 9,258 in the month of July 2005.

The
use of computers and IT related technologies enabled the staff
of the branch to enhance the quality of office work as well
as accuracy with speed. Presently 3 PC along with 3 printers
equiped UPs and LAN connectivity to MAHANET are used in the
branch.

as well as the LAQ and other frequently asked information
is also going to higher authorities.

Planning Section

District
Planning
The
Govt. of Maharashtra is among the first few states to adopt
the principle of decentralized planning. In this process the
districts have the discretion to priorities among the various
development schemes within the outlays provided to them. For
this purpose, the schemes and programes in the state plan
are classified as, state level schemes. (Planned and funded
at State level),State pool Schemes. (District level Schemes
but planned and funded from the State Pool Fund) and Regular
District level Schemes prepaired by the District Planning
Committee.
After
formation of Maharashtra State is 1960,Government has adopted
the policy of balanced development on the basis of district
as a unit for formulation of Five Year Plans and Annual Plans
for these purpose. Dist.Planning and Development Council (DPDC)
have been constituted in every district. The minister in charge
of the district was chairman of the committee. However, the
DPDC has been replaced by District Planning Committee (DPC)
constituted as per atricle 243 Z.D. of 74th Amendment of the
constitution.

The
Maharashtra District Planning Committee (constitution and
functions) at 1998 to consoldated the plans prepaired by the
Panchayat and Municipalities in the district and to prepare
a draft development plan for the district as a whole this
act has come into force from 15 th March,1999. As per the

Functions
of District Planning Committees
1)
To ensure to cordinated action by various implementing agencies
at the district level including Zilla Parishad.
2) Give guidelines to the various implementing agencies at
the district level in regard to the preparation and implementation
of perspective Five Year and Annual Plan.
3) Subject to the order of State Govt.to approve the perspective
Five Year and Annual Plan of the District.
4) Review from time to time, implementation of the Five Year
and Annual Plan and make recommandations to the State Govvernment.
5) To Consider and Approve reappropriation of the savings/excess
within the Approved Dist.Annual Plan as per the directions
given by the Govt. from time to time and perform any other
function as may directed by Govt. by time to time.
The
Tenth Five Year Plan 2002 - 2007 & Annual Plan 2005 -
2006
In
the District level Plan tentative ceilings were communicated
to the DPC's alongwith broad guidelines and objective of the
plan. Accordingly proposed called from the Implementing Agency
from that proposal, draft District Plan were prepared by planning
officer and get approved from the committee. Which is forwarded
to Government. The minister (Finance and Planning) held meetings
with the representatives of the DPC's of the State level.
On the basis of these discussions the district plan is finalized.
The finalized plan is incorporated in the State Annual Plan
. The provision of funds is made on this basis. The implementation
of the schemes and programs will be done accordingly by the
implementing agencies in the districts. The concerned Administrative
Department releases funds to their implementing agencies.
The
District also receiving funds from the following programme.
1)
Special Component Plan :- As per 2001 cences the population
of scheduled cast
is 4,04,251 But Plan provision was made for this component
according to the
1991 cences. This provision is made for the benefit of scheduled
caste.
2)
Tribal Sub Plan:- The tribal population of the District
as per 2001 cences is 47,836.
This tribal population is spread over the District. Hence
OTSP plan was implemented in
the district.
3) Statutory Development Boards :- The government of
maharashtra made special allocation for taking works which
are recommended by the Marathwada Development Board. Governer
of Maharashtra take view of this program to ensure equitable
allocation of funds for developmental expediture over the
areas of the board.

Development
of Pilgrim & Tourist Centres
There is Scope for Rural Tourisum in the District. It help
to generate employment at rural places. Dist.Planning Committee
has given approval for seven places given below. Most of them
are pilgrim centre. Work Department Zilla Parishad has prepared
Development Plan for this places.

Chitnis branch consist of three sections and work under the

Deputy
Chitnis branch also look after collection of entertainment
duty the follwing amusement sources. Inspection of these places
with collection of entertainment duty is done with the help
of one Assistant Duty Enetertainment Officer in the cadre
of Naib-Tahsildar with 3 entertainment duty inspectors. In
this regard, Latur district has been divided in to three zones
and three entertainment duty inspectors in the cadre of Awal
Karkun supervise amusement centers in theor respective zone.

Rehabilitation Branch

The
major objectives of the rehabilitation branch of the collectorate
are as follows.

Prior to 1976, rehabilitation of project affected persons
was carried according to the standing orders of the governement.
In the year 1976 first out of Rehabilitation came into force.
i.e. Maharashtra Project Affected Person Rehabilitation Act
1976, which was ammended and more refined in the subsequent
years i.e. 1986 & 1999. At present the work of rehabilitation
of the persons affected by irrigation project is governed
by Maharashtra Project Affected Persons Rehabilitation Act
of 1999. The various works which are carried out by the rehabilitation
cell of Collector office Latur, as per the guidance and orders
of Respected Collector and according to the act are as follows.
A]
Notifications :- Before initiation of the land
acquisition proceedings the notifications of sec. 11 &
13(1) & 13(3) of Maha. Project Affected Person out of
1999 are published and general objections or suggestions of
public are invited. The villages and the survey or gutt no.
of villages which fall in submergence or command area of the
project are bound because of the above said notifications
and sell or transfer of land is restricted. Such land owners
who wish to sell their lands are permitted by Resp. Collector
following due procedure of law.

Publication of Draft Rehabilitation Scheme :- A
complete draft of rehabilitation work is prepared. According
to a Government resolution rehabilitation is given top priority
than the project.

Allotment of plots & Alternate lands :- The
villages which are submerged in the project are rehabilitated
at suitable sites as per the wish of the villagers in concurrence
with the decision of site selection committee. Eligible PAP's
(project affected persons) are alloted plots and those who
desire to apply for altername lands, alternate land within
the command area of the project is provided to them, provided
they pay the necessary occupancy prize.

House Building Grant :- Previously the project
affected persons holding plots at the resettled sites were
given house building loan at the rate of farmers families
8000 Rs. And non farmers families 4000 Rs. Now the provision
of house building grant is made in the act of 1999 accordingly
grant of Rs. 10,000 is admissible to eavery Project Affected
family which is non-refundable.

Civic Amenities :- Prior to Act of 1999, 13 civic
aminities were provided to PAP's (project affected persons)
in the new gaothan. Now 19 civic amenities are provided by
the project officer as per the 1999 Act under the guidance
& supervision of Respective Collector.

Handing over to the Local Self Government :- These
civic amenities are handed over to the local self government.
for maintainance.
G]
Issuing of Project Affected Certificate :- As per
the various circulars of Govt. reserve quota for the PAP (project
affected persons) are provided in Government & Semi Government
services. The PAP (project affected persons) certificate is
issued to one member of family for this purpose.
H]
Registration of Names of Project Affected Persons :-The
names of the PAPs (project affected persons) who are given
PAP (project affected persons) certificates are registered
in the office. As per the requirement of appointing authorities,
the lists of PAPs (project affected persons) are recommended
to them.

There
are four Land Acquisition Officers and three Sub Divisional
Officers who are performing the work of Land Acquisition proceedings
in respect of the Land Acquired for M.I. tanks, storage tanks,
perculation tanks, roads and land required by local authorities.
There are four Land Acquisition Officers to whom proposals
are forwarded for Land acquisition proceedings, received from
various authorities.
In

Supply Office

The
Public Distribution Scheme of Essential Commodities is being
Implemented by the Supply Branch of Collectorate, Latur. The
Commodities Wheat, Rice, Edible Oil, Pulses, Sugar & Kerosene
are distributed supplied to people through authorised Fair
Price Shops & Licence Dealer's. As well as Jawar produced
by agriculturist is being purchased on the rates fixed by
Govt. weights & measurement & consumer protection
implementation is also being conducted.
Complaints
from public about irregular distribution & higher prices
in essential commodities in open market is also being dealt
with by supply dept.
AT
PRESENT FOLLOWING SCHEMES ARE IMPLEMETED BY THIS DEPT.
Ø
FAIR PRICE SHOPS :- There are 1349 fair price shops
in this district. Through these shops total ration card holders
463450 are supplied with scheduled commodities i.e. wheat,
rice, edible oil, kerosene, sugar, etc. Total number of beneficiaries
2344449 is being through said ration cards. Out of above 463450
ration cards the BPL card holders are 108028 & Antodaya
scheme card holders of 38701.
Similarly central Annapurna scheme is also being implemented
under which 2500 ration card holder are benifited under this
scheme. Per month 10 Kg. Wheat or Rice is distributed free
of cost to the said ration card holder's.
Ø
MID DAY MEAL :- Under this scheme rice per student
of 1st to 5th Std is being supplied through Fair Price Shops
to respective Schools. Accordingly 3 Kg Rice per student per
month is being supplied no of student is 158333 therefore
per month total 468 to 470 Mt. Rice is required to the district.
Ø
SGRY (SPL.COMPONENT) :- Supply of Wheat to EGS

this scheme is constantly fluctuating during the year.
Ø LEAVY SUGAR :-
Leavy Sugar at controlled rate i.e. Rs. 13.50 per Kg. Per
head 500 gm. BPL & Antodaya Yojana ration card holders.
STORAGE
& DISTRIBUTION OF FOOD-GRAINS
Per
month Allocation of as per requirement is received from Govt.
of Maharashtra.
The
said allotment is being lifted from FCI Depot. At Latur. The
so lifted food grains are distributed to respective talukas
in the districts. The said food grains are store in various
godowns situated at taluka places. The toal no. of 17 godowns
are in this district and fair price shops shopkeepers lift
their requiremnt quota from the said godowns.
ALLOTMENT & DISTRIBUTION OF KEROSENE
Per month total 3396 Kl. Kerosene is being allotment by Govt.
of Maharashtra to this district. There are total 16 company
agent of BPC, HPC, IOC, IBP the said agents's lift the above
alloted quota from Solapur Depot. There are total 95 semi
wholesaler dealers & 1353 Retailers & 132 Hawkers
in this district.
The
semi wholesaler received their quota through company agent.
Retailers & Hawkers received their quota though semi wholesalers.
The
kerosene is supplied to the ration card holder through the
retailers & Howkers. Accordingly 2 Liter per head per
month subject to maximum 14 liters is being supplied in urban
and rural areas.
To
regularise the above Kerosene distribution system the district
supply office give allotment to each semi wholesale dealer
& the tahsildars give allotment to the retailers &
hawkers at present the retails price per litre of kerosene
is maximum Rs. 10.47.

Small
Saving Library, Collector Office

The
Small saving library came in to existance after the inauguration
on 1st May 1986. The main purpose behind setting the
library is to provide books and literure material for the
entertainment, education and personal development of all the
government officers and servant and their families.
A
special committee is formed under the chairman ship of
District Collector and Chief Executive Officer, Zilla
Parishad as Vice Chairman. The secreatry of the committee
is Assistant Director of Small Saving Latur. Many other senior
government officers are members of this committee.
Presently
there are 1032 registered members of the library who
are getting the benefit of 16,430 books available on
various subjects and issues such as history, politics, socio-economics,
law, digest, novels, story books, lyrics etc.
The
library makes available 36 monthly magazines, 4
fortnigly magazines, 16 weekly, and 19 daily
news papers to the readers. A seperate hall is also provided
to read news papers or magazines or other reading purpose.
Any
person may be the member of the library fulfilling the library
conditions.
The
mode of book transaction are Catalogue and open methods.
The
other amneties provied for the readers are reading hall, refrence
books, Television,. book catalogue and seperate arrangement
for ladies and childrens.
The
library conducts at least 10 cultural programs and every year
'Adarsh Vachak' award is also given to a reader with clear
record and good reading habbits.
This
library received a special 'Dr. Babasaheb
Ambedkar Award 2003-04' as a Best Library.
